Refusals, penalties, and keeping it fun
Set the refusal penalty before the game: a drink in the drinking version, a forfeit (10 press-ups, speak in an accent for two rounds) in the sober one. Everyone gets one hard veto per game for anything they're genuinely not doing — the game's better when the pressure is theatrical, not real.
